REI Training
REI technical security training courses are designed to teach the basic and advanced procedural concepts of conducting a counter surveillance investigation. REI has 6 full-time, highly qualified instructors with numerous years of cumulative experience in the surveillance field.

All courses include hands-on exercises, using state-of-the-art equipment in dedicated project rooms that simulate threat scenarios. Threats include RF transmitters with analog and digital modulation techniques, hidden cameras, tapped telephone and LAN lines, infrared, and carrier current. The training facility also includes a high-end signal generator to simulate various types of modulation techniques. Students use project rooms to exercise their knowledge of the use of detection equipment.Courses currently offered provide training on REI equipment as well as general sweep procedures. If you've never been to the REI Technical Security Training Center and are new to TSCM, we recommend you start with the Countermeasures Core Concepts course.
Level 1
Countermeasures Core Concepts
The five-day Countermeasures Core Concepts course focuses on the components of a counter surveillance sweep and the related equipment. Students will be introduced to telephone testing, non-linear junction detectors, basic RF search techniques, as well as basic investigative procedures. This course is designed to introduce and familiarize the technical security specialist with various counter surveillance equipment.

This 5-day course provides comprehensive, hands-on training in the operation and analysis capabilities of the OSCOR Max spectrum analyzer and TSCM RF detection tool. Students will learn how to configure, deploy, and interpret all major OSCOR Max operating modes and features to conduct effective technical surveillance countermeasures and RF signal investigations.

A review of the ANDRE, to include Data Logger and the Data Viewer computer-based program, is also presented to help build on the Level 1 Countermeasures CORE Concepts Course.

The OSCOR (Blue/Green) REI Equipment Certification (R.E.C.) Course is an intensive five-day program designed for experienced Technical Surveillance Countermeasures (TSCM) professionals seeking formal certification in the use of REI’s advanced RF analysis equipment.
This course is not introductory training. Participants must already have a solid, hands-on working knowledge of the OSCOR Spectrum Analyzer, Orion Non-Linear Junction Detector, and ANDRE Broadband Receiver prior to attending.
The program begins with approximately one and a half days of equipment review and operational familiarization, reinforcing best practices, advanced capabilities, and proper deployment of each instrument. This is followed by two and a half days of structured pass/fail certification testing to validate individual proficiency and applied technical understanding. The final day is dedicated to retraining and retesting advanced RF analysis concepts, ensuring complete mastery of required competencies.
Upon successful completion, attendees will earn R.E.C. (REI Equipment Certified) credentials and a formal certificate of achievement, valid for one full year. Enrollment is intentionally limited to maintain an optimal learning environment and uphold the highest certification standards.

SWARM MESA® Course
This 5-day course focuses on the setup, configuration, deployment, and analysis of the SWARM MESA In-Place Monitoring System (IPMS). SWARM MESA provides opportunities for mobile/tactical as well as more permanent IPMS. Hardware deployment as well as software configuration and analysis provide a real-time platform to monitor the radio frequency spectrum and detect illicit/unwanted signals in a sensitive environment.

Advanced Equipment Use
The Advanced Equipment Use Course is an intensive, five-day program designed for Technical Surveillance Countermeasures (TSCM) professionals who already possess a working knowledge of REI equipment and core TSCM principles. This course is not introductory—participants are expected to arrive proficient in the operation of the equipment used during training.
Building upon foundational TSCM skills, the course begins with a focused review of advanced sweep concepts and operational techniques, followed by a comprehensive, multi-day practical exercise that challenges students to apply their knowledge in realistic scenarios. The emphasis is on refining procedures, enhancing analytical skills, and improving the effective deployment of TSCM equipment in complex environments.
